      <description>I, for one, can say that "Rent or buy what you can afford...PLAN your life better...stop with tatoos,..." is crap.  I have seen my parents, grandparents, etc. break their backs their entire lives and scrimp and save, with no extras, frills or wants, only to find in their golden years that with the changing of the times, (which looking back 20-30 yrs NO ONE could have seen where we are today)they are forced to give up all that they have worked so hard for and still have a hard time paying for day to day necessities.  I can only say that maybe you need to be able to see beyond yourself and notice that "Hard work" does not equal prosperity and freedom from financial issues.</description>

      <description>oh, unfunded mandates..the term that the Cohoes City mayor loves to through around..a rule that gets no money to inforce..do you get money from the government for abiding by the rules? No..schools run on the use it or loss it theory..if they do not use what the state hands them the following year they will not recieve that amount..so the waste, waste, waste..as in Cohoes..some friend of a friend gets the poison waste food the feed the children..no oversite by the people..very little involvement..you have it 3 out of the 4 right on the head!</description>

      <description>You sound like someone whose parents raised you properly, you were probably an eagle scout, and a member of the honor society. Further, you probably worked three jobs to get thru college, and you probably have gotten out of bed and headed into work most all of your adult life. In addition you probably always filed and paid your taxes timely. In fact nearly 50% of your income has paid to governments at every level. A cap isn't a cut, but a limit on annual upward expansion that will force each of the 4200 autonomous taxing jurisdictions to find efficiencies.  This reform is the very least that State Legislators can do to address the RPT crisis in NYS.</description>

      <description>This is incredibly important and you have stated the problem very well.  The Ag. Assessment program (see Secs. 305 &amp; 306 of the Ag. &amp; Mkts. Law) is being abused by very many very wealthy people, and the allowance of rental arrangements probably results in some of the most egregious abuse.  However, also note that $10K gross sales requirement for "farmers" qualifying in their own right was set when the Ag. Districts Law was enacted back in 1971.  To have the same meaning that the program founders intended back, that $10K should probably be something like $40K today.  Folks would be shocked to see some of the properties currently having the land component taxed at such miniscule levels under this program, especially the palatial private residential retreats with ample acreage in very pricey areas of this state.</description>

      <description>Want to cut spending? Pass Kevin Cahill's Equity in Education Act that ends residential property taxes entirely and turns to income to fund education thruought NYS. It also calls for a return to true progressive income tax brackets, such as were in effct prior to 1972. When the most affluent among us finally have to pay their fair share again, they will implement spending cuts so fast our heads would swim. When those of modest means are paying most of the freight there is no incentive for the rich and powerful to change anything, or even give a damn, as we have seen for years.&lt;br/&gt;&lt;br/&gt;The Krueger bill S4239, should be supported now as a first step to the real comprehensive reform offered by Cahill AO6009. Those least able to pay need relief now and the Omnibus bill and Krueger aim to do just that. Lets not stop there, we need to demand further reforms and not stop at only much needed relief. The people cannot wait another year!&lt;br/&gt;&lt;br/&gt;</description>

The ordinary voter does not bother to vote because re-vote / contingency budget nonsense will always raise taxes anyway. Most people who do vote have more to gain than to lose. (Wouldn't we all like to pay a few hundred more in taxes to get a salary increase of thousands?)&lt;br/&gt;&lt;br/&gt;The teacher unions are in favor of the circuit breaker. But I do not think they really care that much about whether or not anyone is taxed out of their homes. They are in favor of it because they see it as the only proposal that allows the cycle of increasing school budgets to continue. The cycle will continue because the schools will still be funded by the property tax. The only difference will be that the state will kick in money for those who can't afford to pay it all themselves.&lt;br/&gt;&lt;br/&gt;It's just STAR version 3, with no curbs on spending. We need the circuit breaker, just out of decency to people who will be taxed out of their homes. But, even more, we need serious spending CUTS. Not just a slow down in increases as the caps will provide but real CUTS.&lt;br/&gt;&lt;br/&gt;I think a requirement that a school district spend no more PER STUDENT each year than they did the year before might be a good start.</description>

      <description>It's ABSOLUTELY TRUE  that the state should fund the lion's share of education. In fact the state is under a court order to do so based on the CFE lawsuit. Albany keeps putting off compliance. &lt;br/&gt;The Omnibus Solution upon which S4239-Sen. Liz Kreueger's bill is based has a reform component which would gradually introduce a state takeover of education and more of their share of medicaid..&lt;br/&gt;S4239 is necessary because people need relief immediately which the circuit would bring right away...while the reform portion was being worked on.</description>

      <description>I recently learned from a neighbor of mine whose primary residence is in another part of the state that he is disgusted with the STAR rebate being eliminated and he told me this represented $4,000 in his pocket. This individual makes over $500,000 per year. His primary residence is in a wealthier neighborhood in NYS than we are. I told him in our neighborhood we got a STAR rebate check for about $150 while we still pay over $10,000 on an annual basis in combined property taxes. Do any of you who are against the circuit breaker see the disparity??? There is a definate lack of fairness with regard to property taxes and the system has to change. Personally, I am very glad the STAR rebate has been eliminated because it will save the state a large sum of money. The Krueger bill (S4239) would help a lot of people in the middle and lower class. At the same time, the cost to the state with the elimination of STAR would be insignificant considering the size of current state budgets. If the state can afford to pay close to $1 billion to bring in a chip fab company via corporate welfare/NYS Empire Zone/NYS Empire State Economic Development Corporation, they certainly have the money to help honest, ethical, hard working, middle and lower class property owners. Of all the special interests that lobby government for favors, there is no group that is more neglected and abused than the residential property owner in their PRIMARY residence. For those who say the state doesn't have the money, I agree we are in a crisis. I have begged state elected leaders all over the state to cut spending and make the governments which impose unfunded mandates pay for those mandates such as No Child Left Behind and Medicaid. It hasn't worked!!! Give those who are paying a disproportionate share of their income toward taxes and we can use our resources to help implement a system which is more fair and equitable for all taxpayers. Cutting spending and eliminating unfunded mandates would be a significant part of the plan.</description>

      <description>I respectfully don't understand the previous comment.  It is the use of market value as the basis of assessments that is driving up the taxes of long time residents and forcing them out of their homes.  Basing valuations on acquisition value rather than current market value would solve that problem.  Perhaps the comment means that the valuation on any given home should only change when the home is sold.  That is what acquisition value does, and I would fully agree..</description>

      <description>The neat feature of the circuit breaker concept is that the eligibility for, and amount of, the tax credit depends on relationship between one's tax bill and the income available to pay the tax.  That is the only fair measure of a property tax burden.  For those who are paying above the given percentage amount already, it will provide an immediate reduction.  For those who are not yet paying that level, it can kick in if either 1)property taxes rise significantly OR 2)income drops significantly (no longer uncommon)  In this economy, if someone loses a job,for instance, he/she is far more likely to benefit significantly from the circuit breaker than from the rebate check.</description>

      <description>Only the circuit breaker will actually REDUCE anyone's taxes.  The Krueger/Omnibus circuit breaker (S4239) is the only fiscally responsible option in the current fiscal climate because it phases in the cost over four years and is a "stand-alone" measure unencumbered by other provisions which would either add more cost or are too complex or controversial to gain passage anytime soon.  Homeowners desperate for the relief this bill would provide should not be held hostage to an elusive consensus on such comprehensive solutions which end up, at best, as one house bills.  Taxpayers have learned about such gimmicks and are sick and tired of them.  THEY WANT REAL PROPERTY TAX RELIEF NOW -- and STAR rebate checks won't do it.</description>

      <description>I think the wording of the question is misleading..the Om nibus circuit breaker as exemplified by Senator  Krueger's bill S4239 gives relief the FIRST year to people making 100,000 and under...but it phases in relief to families making up to 250000.....reduce the percent of everytone's income (250,000 and below) is the correct question to ask...this is an actual bill...and the bu7rden doesn't fall on any other property tax payer....the state picks up the costs of vital services as i8t should.....&lt;br/&gt;&lt;br/&gt;nobody is suggesting a circuit breakere that stops at 100,000...it's a bad i8dea and a bad question....</description>
